Recommended further action from the Safeguard Advisor
As the project mentioned, the management of protected areas bring up number of challenges, especially on socio-economic issues of the affected communities. Look into their sources of livelihood, dynamics of different economic or social groups, including gender as early as possible.
Ecosystem-related policies and capacity building should build on the lasted science. Scientific knowledge on the proposed designated areas is mentioned to be weak and critical for the conservation efforts. Therefore, the project should take the precautionary approach toward the conservation zoning and management of the protected areas while applying the latest scientific understanding. Science here includes social science and impacts of climate change, as well.
Based on the above assessment, this project is categorized as a moderate risk project. Please carry out consultations with local community leaders, government officials of related ministries and business people of diverse socio-economic background together with the government officials to identify impacts to their livelihood and get buy-in for the integrated and sustainable conservation of the protected areas.
Please i) engage relevant stakeholders, ii) monitor the above issues throughout the project implementation and iii) report regularly on the challenges and related management approaches taken.
